Summary 

The Logistics Coordinator is responsible for the implementation of the Logistics Execution Plan at the start of the Project Execution phase. The Logistics Coordinator must have thorough knowledge of planning, multimodal methods, routes, transport schedules, and how the rates are built up for the movement of equipment, materials, and parts to ensure that all project materials/supply items are delivered to site in accordance with project requirements. 

The Logistics Coordinator should have a clear understanding of the customs and phytosanitary regulations and requirements. HS (Harmonized System) tariff process, procedures, lead times, and company policies or preference to ensure cost-effective and timely movement of materials and supplies. 

The Logistics Coordinator must be knowledgeable about auditing freight bills, bills of lading, and filing for claims. He must have a superior level of understanding about way a given Incoterms 
strategy has been selected for use on the project. The Logistics Coordinator should be intimately familiar with the trends and obtaining of ocean freight rates, terminal charges, import/export regulations, licensing requirements, export packing, freight-forwarding services, local logistics resources and practices, phytosanitary requirements and customs clearance procedures. 

The Logistics Coordinator should possess an expert ability to develop and coordinate long range shipping scenarios with established or planned construction schedules and requires innovative solution-based thinking and a “out of the box” approach in order to provide the project with the optimal solution. Where possible, they should leverage the use of consolidated shipping routes 
which can provide significant cost and time savings.  

Key Responsibilities 

• Ensures that the project Incoterms is accurately and effectively interpreted by the supplier and strictly adhered to at all times. 
• Implements the logistics plan in the project execution phase. 
• Interacts with the project controls, purchasing, expediting, vendor quality surveillance and site materials control to ensure that the logistics execution plan is correctly implemented.
• Verifies the freight journal with the Logistics Controllers.
• Provides visibility of materials movement to the project team in the form of forecasted shipments as prescribed and required by the Project Management team. This may be performed using materials management systems. 
• Interacts with the expediting team to obtain required information and shipping release notes to activate shipments. 
• Ensures that the Freight Forwarder (FF)/Third Party Logistics (3PL) is provided with the necessary export documentation to effectively execute their mandate. 
• Issue shipping instructions to the FF/3PL. 
• Interacts with the Site Logistics Coordinator and the Site Materials Manager to provide them with the required materials management reports. 
• Supervises the work of the Logistics Controller/s. 
• Performs financial reporting and provision of forecasted cost and shipments to the Logistics Lead. 
• Develops contingency plans, monitor the situation and implement emergency / critical path delivery should the need arise in order to support the project schedule. 
• Ensures that shipments are managed in accordance to the client marine insurance policy where required and ensures that incidents and claims related to the marine insurance policy is dealt 
  with in the pre-described manner. 
• Manage delivery to site against schedule and the adherence of the FF/3PL to the delivery schedule provided by the FF/3PL. 
• Coordinated specialized loads in accordance with the project requirements and cargo risk.

Qualifications and Experience 

Essential 

• Self-motivated and the ability to work under high level of pressure.
• Multi-tasking capability and the ability to continually prioritize activities. 
• Proven previous experience with Logistics on EPCM projects either in the EPCM domain or with a 3PL provider or freight forwarder.
• Training in the field of logistics. 
• Good knowledge of import/export operations.
• Thorough understanding of procurement processes and corporate governance requirements. 
• Experience and/or detailed knowledge with materials management and related activities. 
• Proven negotiation skills. 
• Excellent understanding of project execution, especially materials management and scheduling. 
• Ability to communicate effectively with local FF/3PL service providers. 

Preferred 

• Eight to ten year experience within the logistics and transportation domain.
• Tertiary qualifications within the Logistics field. 
• International experience on EPCM projects.
